The Shizuoka Prefecture Board of Education says it has taken disciplinary action against a 49-year-old male teacher accused of sexually harassing a female high school student during a field trip for extracurricular activities.
The teacher, who was suspended for six months, voluntarily resigned from his job Wednesday after receiving his disciplinary punishment over the incident which occurred in August 2017 at a lodge outside Shizuoka Prefecture, Sankei Shimbun reported Friday.
According to the board of education, the former teacher used the free messaging app Line to lure the girl, who was a member of a school club to which he was an adviser, to his room at the lodging facility after midnight and gave her alcohol. The man then hugged the girl and touched her thighs.
Furthermore, separate incidents of sexual harassment occurred in August against a different female club member, who was invited to the movies by the same teacher. The incidents came to light after the student consulted with her homeroom teacher about what had happened.

Actually it can. As a 49 year old man in a position of authority, he is clearly in the wrong. School kids are not considered old enough to consent, which is why we have statutory rape laws. He invited (stated as 'lured' in the article) her late at night to his place, it's not easy for a girl that age to say no to a person in authority. Remember, teachers are the people in power when kids are in school, and they are taught to listen to authority. She obviously was uncomfortable with how it went, seeing as she reported it to another teacher after the fact.
In this case, it's entirely the teacher's fault. Even if she was stripping naked in front of him asking for it, we as a society have decided that it's not appropriate for teachers (or any adult if she is a minor) to act upon that. We have decided as a society that children do not have the mental capacity to understand the full ramifications of their actions, which is why we make it clear that there is no such thing as consent under a given age.

Who cares even if she willingly went to his room? Even if it was her idea. The dude is 49, probably older than her dad, and gets off on high school girls. I know leching on girls is a national pastime here, but the blame is still all on him. If you have no control over the little guy, it's time to get a new gig.

Yes it can. Taking advantage of someone young or even still developing emotionally is what creeps and predators like this guy do. Your train of thought worries me, its like saying when a girl of woman wears something attractive so it must mean “yes” because why would she dress like that. Its a simple mindset by simple men.

Isn't giving alcohol to a minor a criminal offense? Shouldn't he have been arrested and faced a court? Does anybody else notice his name is not mentioned in the article? He'll just move to a different city or prefecture and apply for another teaching job.
I've worked in over twenty different public and private high schools in nearly twenty years of living here. Some of the comments that have been made to me by male Japanese teachers regarding the children in their care are very disturbing, most of which could not be repeated in this thread. I've said many times before, there is a very unhealthy fascination with young girls among Japanese men. Some of them are truly mentally and morally ill.

Once again, we see how laws in Japan work. This guy should be charged, but instead he gets to resign and go on with his life. This is but days after the Vice-Principal who got wasted and went to urinate in the women's bath on a school trip, who also got to resign and will not be charged with anything.

In other countries, his acts would be a crime (e.g. serving alcohol to a minor, lewd acts on a minor)

Actually the age of adulthood in Japan is 20, so yes she is still a child and it would still be a crime at 18 and 19.
