I just spent two plus weeks in Okinawa, in the area of Chatan. "American Village" is a fairly large tourist spot, with large hotels, food, and shopping complexes plus it's next to the spring training site for the Chunichi Dragons baseball team. The place was a veritable ghost town. Normally, they have a large Korean and Chinese tourist population And with the American military restricted to base, these places had spotty Japanese tourists, and that was it. Once the American military personnel were allowed off base, things picked up a bit, but still nowhere near what it normally is.

I did appreciate not being surrounded by a lot of people, but the sheer amount of businesses shut down was horrible to see.

Onsen don't try to make you wear masks these days, do they?

My fam and I used to be regulars at high-end ryokans and hotels now our opinion is that they can go bankrupt for all we care, my family and I vowed to only stay at Airbnb's until the masking circus is over (if ever). We despise masks and most hotels force you to use one in public areas of the facility.

And by “tourism”, I also mean business travelers. My hotel never knew the difference and I always mixed the two. I imagine regardless, I spent more than 99% of the Japanese population does on “tourism” per vacation day.

High skill foreigners never did, and still don't come to Japan in any meaningful numbers. Which is the opposite of places like Singapore, Hong Kong, or even Thailand.

Why would highly skilled or specialized foreigners come to Japan? Their talents would be wasted here.

As for hotels not getting enough customers, well pandemic. That and despite the fact that this sham of an SoE is a request only, it's enough to trigger the sheep mentality in many locals to stay in their own neighborhoods.
