Good luck to them. We need caregivers and nurses in Japan and they need the money for themselves and their families

It's true. I've met many Filipinas who work very long hours, for example in Snack or Pubs. They don't complain, and send back money every month via Western Union to support their family at home. Compared to some other SE Asians, who are a little work shy, Filipinas are a good choice for workaholic Japan.
So they will be permanent "guest workers", but not "immigrants". The article needs to make it clearer.

One out of every seven Filipinos/Filipanas works outside of the Philippines. I've lived where there was a large contract worker force and they were certainly among the best. Unfortunately many have faced terrible treatment around the world so this should provide a very good opportunity for them.

I like Filipino but the jobs should be given to umemployed Japanese who spend the money in Japan.
