No they are not, they are closing lines where they are not needed and building new systems where they are needed And that is smart! For example:

How do you check schedule of that "tram", you need to use railway schedule apps.

Total BS! And you know it. It is every six minutes. There is a poster at every station that says so. And its in English. Here is an example:

I think it's a train, not a tram. Trams run on roads that other vehicles can use. This runs on a rail track. So why is it a tram?

I think it's a train, not a tram.

A tram is a type of train. In America, they are called street cars or trolly. Regardless of what you called it, it is good to see a clean energy mass transport up and running.

You even confirm this fact that those new line only exist in big cities, like Tokyo and Fukuoka. Just a reminder Japan not only Tokyo and Fukuoka, many area suffer depopulation but still there are people who live work and live there. They need to live without and railway line after line is being closed.

Not necessarily every 6 minutes it can be vary, how do you check schedule before you reach station you need to use other train line to reach that 'tram", many people need to arrange their schedule before they get departure . So they need apps/web, no need to go station to check schedule.

Again that 'tram' schedule is in train time table.

Tochigi Prefecture is looking more and more like a viable long-term option compared to the insane people cram that is Tokyo, and even the immediate bordering prefectures to some extent, especially if one can find remote work. Lower cost of living, lower taxes, more space, more open areas and parks... and with the addition of a new light rail system, people in the suburbs of Utsunomiya can now easily get to the Shinkansen or Utsunomiya line, rendering it a lot easier to get into Tokyo if they need to.

Tokyo definitely is fun for young people in their twenties, but seems like a mediocre place to start a family and raise children. Most people tend to move out of places like this after they have established some wealth and a set of marketable skills.

Goes all the way to Honda, from Utsunomiya station, and passes by Bell Mall, a university and a stadium.

When they close a railway line , they replace it with a bus. If you think about it a bus is better than rail for a small community.

A tram is a type of train. In America, they are called street cars or trolly. 

The term "light rail" is commonly used in the US for such trains, which tend to operate on both isolated tracks and on or along city streets.

Trolley and Street Car are pretty old-fashioned terms. They're still used in some places. But, light rail is the modern term.

75 years, 75, can you believe it?

There’s a tramline where I live starts at Ebisucho and goes down to Nishi Ward. Took it a few times, very cheap bu rather slow you see. They have some new trams recently, some of the old ones looked like from the 40’s.

Yes and again like I mentioned earlier they'll check that new tram using app that checking schedule for railway.

Try really check with actual fact, usually rural bus is run not by company but by local municipalities because company won't get much profit from that bus. However local municipalities just don't have enough budget to run those rural bus so what happened they only operate in limited area with limited schedule, so those bus can be only two-three run per day.
