No Tokyo, Osaka/Kyoto? Because Omicron numbers are not way up in these places yet?

Case counts are meaningless. Many are asymptomatic.

Omicron is pretty harmless in the U.S.

If you get symptoms, it’s basically head congestion and cough.

US forces are 100% vaccinated and are being blamed for the spread of the virus to local communities within Japan. Well that pretty much lays to rest the older argument the it is the unvaccinated spreading the virus. Personally I think the spread of Omicron will assist Japan and the rest of the world in becoming immune naturally and relegate this virus to a level lower than the seasonal flu. It is a much preferred route to immunity than the vaccine for normal healthy people.

Until the number of cases from American personal come out, the number of cases in Okinawa was low.

It's not solely the case number and its daily change which decide the implementation of SOE/quasi. Tokyo as well as Osaka have so far maintained enough heathcare capacity in the face of Omicron-led surge such as bed occupancy rates.

Waiting until I finish my isolation caused by the last time my idiot boss called us all in to the office, in the same room, to expose us all to the virus before I worry about another state of emergency.

Then I expect him to persist with his fable about how COVID doesn't spread on trains and call us all in again.
