Keep in mind there's a plan for 45 coal power plants to be built. So this good result to well be wasted.

It is also a fact that the cultivation of rice is one of the major producers of greenhouse gases.

How can you really measure effectively a countries emissions i wonder ? What about emissions from roadside plastic burnoffs, smoking, flatulating cows, poorly tuned cars,trucks, motorbikes, weed whackers, crematoriums and the list goes on & on.

Also the impact from population decline and closure of many factories and moving their production to overseas (Vietnam, India, Indonesia) where emissions are growing.

these figures are from 2016, now 2018.

Besides it is enough to have couple of days with cold winter or humid summer days to get this "decrease" being really insignificant if at all.

Remember as well that Japan has a population decline of WELL OVER a quarter of a million people every year. You can't tell me THAT has nothing to do with it.
