But! Is it really good news? It may very well be the lowest on record, but it is still quite high by comparison.

By comparison with what/who?
in 2017, Japan's emissions accounted for 2.99% of the global total.
High by comparison with countries like France (0.97%, running on nuclear) and Italy (0.93%), both with roughly half the population of Japan; but an also-ran with compared with the US (14.75%). On a per capital basis, if Japan were the size of the US its emissions would be in the region of 6.9%: If the US were the size of Japan, its emissions would be about 6.4%.

It's good that it's going down, but it should be if the population is falling. As for comparisons with other countries, it's hard to know what to focus on. per capita? per unit GDP? per unit GDP from manufacturing? relative to HVAC needs? relative to transportation needs? relative to net exports?
From observation alone, it is clear that Japan could do much better.

I don't believe it could happen the same to other potential countries, China, India, Russia, USA, Western European countries(?) most need those technical /engineering filtering Japan has and I don't think it is not only from the nuke plants, I'm sure.
