Not really necessary. Unlike their British counterparts, the Japanese royal families aren’t allowed to be jerks or speak freely so they don’t really need a PR office for damage control anyway.

As long as it doesn’t lead to the return of power to the Imperial family like pre World War 2, in the growing face of war with China, Russia and NK, I think it is a good idea.
