How about first fixing the human rights problem inside their country?
For example foreigners denied some services like renting houses well just because they’re not Japanese,their forced confessions and inhumane detention system in immigration centres where people get beaten and left uncured to die like thr Sri Lankan woman?
And the semi slaving working system with so many duties but no real working holidays or the deep discrimination to woman?
And I’m sure I left some left in the list.

To be fair they need to monitor how other countries abuse people so they can issue guidelines on how much further Japanese companies and government departments can go. Lead the way.

We sure need to spend more tax money on human rights issues of elsewhere whilst people die here in immigration detention and a justice system with 90% conviction rate.

You mean in the 80plus years since the end of WWII that the LDP has been in power, they have yet to set up a human rights post in the Foreign Ministry? Sounds a bit right, after all business is business and human rights is, well, for others to worry about.
Also, the timing - just before the Beijing Winter Olympics - fits in well with the passive-aggressive nature of the unique Japanese style of tatemae-honne.
Of course, no substantial changes will occur; after all, business is business and human rights, well, those are for others to worry about.

I immediately thought the same as many commenters that human rights abuse in Japan is definitely an issue that needs to be addressed with more sincerity.
