That's well and good, although the program is applicable. It's only useful for recovery purposes because the damages from the earthquake are already done. Therefore, the most needed program is that which can predicate earthquakes before they occur in minutes, days or whatever. And even with such programs will only help in saving lives not property.

It would be better if they did not estimate the damage, but reduced it. The technology of precise earthquake forecasting reduces damage by 25%, and the number of victims by 90%. Another question is that seismologists do not need this technology, because it will leave them without work, and without various symposiums and conferences. They will continue to say that the technology of precise forecasting of strength, places and time cannot exist in principle, as if it were a perpetual motion machine.
