The mainland will not take the full blow of the typhoon, mostly is going to be some rain and wind.
Why are they panicking so easily??

its our modern culture of seeking blame, so panicking is incentivised - ie, if someone somewhere had something bad happen to them, it can't be said that they weren't "warned".
It is rather sad.

Just saw extended coverage on the news of this behemoth of a typhoon fast approaching Kanto and surrounding areas. People seen stocking up today on water, blue vinyl sheeting, tape for broken windows and portable toilets.
I hope you all stay hunkered down safely. They made a point of also stressing the problems for gaikokujin dealing with a massive typhoon as they would be unfamiliar with this situation according to the Japanese reporters.

I believe people are eager to stay informed about the situation in the area affected by the typhoon.

Well, first, the white circle in your chart is the expected path, but the left (or right) part of the circle could become the new center. Second, the whole thing might be way off... this is just a good projection, not a guarantee. Third, who is "they" and how do you know they are "panicking." Fourth, where is the joy in saying offensive things on a weather forecast?
