But Japan has unilaterally imposed sanctions on Russia so what did they expect? Business as usual?

Sounds good to me! Something less to put money into! If people want to study Japanese, there is plenty for free on the internet!

Japan still has more sanctions to implement and Russia has given them reason. Stop buying anything from Russia, starting with seafood.

I can think of many much better things to do with that money than teaching Japanese to Russians. I feel sorry for the students though...

Japan can now invest this money in friendly nations that appreciate the relationship.

Russia would be better off focusing on more useful languages to them. The North Korean dialect, for example.
