We already learn from WW 1 and WW 2 how small encounter can grow into global conflict in no time. Communication between Japan and China may help but risk is still great after first shots are fire...

unexpected encounters

If China stoped entering territory of others, then there would be a lot less encounters.

And those fewer encounters would be genuine errors of navigation, etc.
