The article appears to be biased as usual being from Kyodo.
They said the standard used to check the aging of the reactors' pressure vessels was unreasonable and that the containers face the risk of collapsing if cooled rapidly during an emergency
And what a convoluted headline lol!

It’s a bit silly they deduct the offline years from the total years of service. They are still operating whether they are online or not. You can’t just switch off a nuclear reactor. They are pulling out all stops to keep these reactors in use. So, they e tend them for another twenty years. Then what? They don’t have any alternatives or any plans to build new plants. What’s the bet they just keep on extending them?
