Why can't they deport people in Japan in general as quickly as they did these North Koreans, instead of endlessly keeping them in detention?

"deport" sounds like they wanted to stay. Isn't this a case of "return"?

They could do better.....by deporting ALL the detainees ( abductees) they have at Usiku, ( one of whom committed suicide the other day ) Narita e.t.c. In my eyes , they are not being held incommunicado because they are criminals, or dangerous, but that , their first mistake is that, they are powerless.
