Right, when they form committees that will assist in teaching companies just how to go about syphoning off their cuts, and then "readjusting" their estimates to show the increase in costs, so more tax money can be wasted!

Not true. From the opinion of an outsider looking in, as most in the world see Japan, Japan does a much above average job of disaster preparation. Likewise much of the world is of the opinion that Japan dealt with the Covid-19 pandemic far more effectively than other nations did. Some here just seem to like to run all things Japanese down. For some it seems nothing Japan can do is right, even when Japan does much better than most nations at most things.
