I've seen an interesting Youtube video by a former MSDF member that suggests the problem is one of Inexgibility. The security clearances can be very slow in coming down, and in the meantime crewmen and officers need to access the CIC, even as a messenger or talker. There aren't enough fat in crewmen to get not involve those whose clearances are pending, and if they can't get into CIC they are not getting trained in vital skills. So they enter CIC and already we have a formal breach of the rules.
When over half the destroyers in the fleet have a problem, the rule may simply be unrealistic.

On the surface it may seem that way but from someone who works in the belly of the beast, you are not aware of the kinds of dishonest games that the big defense contractors play. Imagine for example you have been buying a certain weapon for ten years. Nothing changes in that ten years, same weapon from the same plant made by mostly the same people. All of a sudden the manufacturer demands 40% more for the next annual lot of that weapon. No reason is given and when the military asks for data to back their rate hike, nothing is forthcoming. The argument goes on for a year and a whole year of production is missed and still the manufacturer refuses to budge. This is real life. I have seen it. The government appropriated money for that lot of missiles but it isn't spent because the manufacturer and the government cannot agree on a price that is mutually acceptable. More than one big defense contractor is playing this game too. They make lame claims to rising input prices but when you fact check them with actual prices for those inputs they just sit and stare at their navels. But their management doesn't budge on the price. But we don't buy because darned if we want to get bent over that way. Last year no F-35s were delivered because L-M could not produce a software product they were on contract to produce. That is public so I can say it. This sort of thing screws up budget planning royally and is not due to incompetence on the part of the government team. And because the companies making these weapons own the data rights to them we cannot have some other company make them. The government literally doesn't own the drawing packages or software code and there would the mother of all lawsuits if the government tried to seize the data (which incidentally some Senators now advocate in the case of the F-35 so angry are appropriators with Lockheed Martin).

Some defense contractors whom I cannot name in public over promise then under deliver. The way governments budget money is they appropriate funds for a purpose in any given fiscal year and the funds can be obligated (promised) for a specific purpose, say buying a certain number of a certain type of weapon, but payment doesn't occur until the weapons are delivered. If the manufacturer cannot deliver then those funds go unspent. It becomes a real big problem when the funds are only allowed to be spent in a given year or two year period and the manufacturer is so late that the funds expire. I have seen such problems and not just with stuff going to Japan. Many of the big defense contractors promise the world to get on contract then fail to deliver. Unfortunately modern weapons are not like products at the grocery store where if the store is out of something you can get it somewhere else.

Everything Japan does these days is an embarrassment. Responsibility, discipline and leadership are fast becoming lost commodities here.

Clear unfairness will more corrupt society.

That's really make Japanese people to really join military, just this week there's a news that currently Japanese military facing difficulty in recruiting new people.

If government or any business is incompetent/incapable to be trusted to safeguard personal data safely then those customers will simply take their business elsewhere.

There should have been a clean sweep of the top brass and serious consequences for all those miss handling or permitting the mis handling of data. Clear out the deadwood and incompetent; give an unequivocal message to the rest and an equally clear message to their partners they mean business, not just the usual fudging and apologies because quite honestly Japans elite need to realise it simply doesn’t cut the mustard with the rest of the world.

Not good enough, these is an appalling lack of security, mishandling classified, no foreign security partner will have any trust or confidence that classified information data will remain safe.

So................the slush fund scandal, him getting off without any consequences and actually getting a raise, wasn't already an embarrassment for Kishida?
Everything this fool has done in the last 2 years, or however long it's been, has been an embarrassment.
