Since this is just began to be considered it should be ready just after another two or three pandemics hit the world...
Japan has been stagnated in all kinds of research for infectious diseases since decades ago, hard brakes put by politicians that harvest the easy popularity of making impossible to do research on dangerous pathogens.
The situation right now, where every other developed country has been at least somewhat successful in developing new drugs and vaccines while Japan has made nothing is a consequence of this.
This system should have been in place since the first SARS scare, the pandemic was predicted to happen from back then.

It seems like these are merely preparations that should have been done months ago, while other countries have moved well beyond that stage and are already at the implementation stage.

For such a wealthy country that has a vast range of businesses that reach globally, I have asked why there is no Japanese vaccine?

Yes, why no vaccines from here... Well, you should know it. Everyone is fired or immediately bullied out, if he or she comes with inventions in their hands, but are not equipped with just being high-aged senpai or have otherwise decades of reputations and licenses. lol

I agree with other posts that Japan's response to Covid-19 has been woefully inadequate, There was much publicity in 2nd quarter 2020 about the vaccine being developed by Osaka University in collaboration with AnGes MG. Last I heard, this vaccine is planning Phase 2 trials on 500 people, which is a ridiculously small group to test a vaccine. At the end of the day, this effort will peter out, and the only guys laughing all the way to the bank will be insiders who capitalized on AnGes stock's steep rise in June; it has now fallen more than 50% from those highs and looks set to plummet further.
