Why should the Japanese government have to pay the compo, should it not down to the US government to pay out as it THEM that make the noise?

Funny mate, no one cared about the noise when Japan had an earthquake in 2011 and the US personnel where flying for operation Tomodachi helping provide aid and save lives.

Given that the site is used both by the U.S and Japanese defense force, that might not be so easy to determine....

What was there first? The air base or the surrounding residential area? If it's the former, no payout due, if its the latter, then why develop residential in the first place?

Pragmatic reasons aside, from a legal angle it is For the same reason the South Korean supreme court verdict over the forced labor issue is incorrect - international obligations being separate from domestic ones.

Being as how the U.S. military has kept Japan out of trouble for the past 70 years, allowing their economy to flourish until they screwed it up with the consumption tax and out of control spending, some noise from the bases should be gladly tolerated, no?

"American" noise is much worse than "Japanese" noise.

This is what happens when you take peace for granted. You start to see only the cost of maintaining a military and not the benefit.

I realize that usable space is precious in Japan, but is amazing to me that they have allowed development so close to bases. I suppose it was unavoidable, but still I wouldn't have moved in next to a base. I am blaming the victim aren't I. I think the prudent thing to do is to pay for sound proofing. That's what Tri-met does in Portland, Oregon when they put in a new line, at least they did this for the line going through the West Hills. But the scale of such a thing around Yakota would be massively expensive because of the airplane traffic.

How about they limit the damages to pay out only to residents who lived there before the airbase was built (which I'm guessing would be near zero). Only an idiot would move in next to a military base and then complain about the noise.

Just as japanese govt can tell US military to obey regulations while in Japan, so too can the supreme court. They're essentially abrogating responsibility.
