Finally bowing is not being accepted anymore and you need multiple mistake, not one to be investigated.

Government begins ceremonial kabuki with intention of announcing all is fine and dandy with My Number system, before expanding its remit.
"the government would make further efforts to regain the public's trust."
Translation: "Trust me - I'm with the LDP. Now show me your papers ".
Algernon LaCroix
Rule no.1 for holding a public inquiry:
Never hold a public inquiry unless you know the outcome beforehand.
So, there'll be a few cosmetic changes to appease the people affected, a non-apology, and as Derek said above, they'll just keep ploughing ahead with expanding the system no matter how flawed and questionably useful it is for the public.

Doomed to failure.

"My Number" is not simply doomed to failure. It is doomed to disaster. The LDP will find a way of absolving itself.

I have a simple solution. Just abolish the My Number system and card. Problem solved.

The Japanese don't like simple solutions to anything. Everything must be more complicated than it has to be

Mistakes will happen and that is understandable, but when the government is trying very hard to force the MNC for everybody the minimum standard of efficiency is specially high. This is the point where no mistake can be tolerated by the people, the fact that they are still happening will only mean more people will be opposed to the system.

This all goes away when we physically remove ourselves from Commerce Law (legal fiction) and incept in Common Law (living being). Until then, the scheme continues.

Did anyone really expect anything different from this government? These are, after all, the same people who launched the Digital Agency, then felt the need to print it out to announce it:
