@Eastmann Japan only spends about 4 billion dollars on its space program! China about 14 billion dollars and the U.S. about 72 billion dollars! So, they are actually doing very well with a very tight budget!

When China launches a ballistic missile without warning over another country, it is a problem.
North Korea launches are more alarming as they show NK improvement in rockets/missiles when they work.
When Japan launches a rocket, it is not going over any large land masses with countries.
Also they give warning about their launches before hand.

If China's space development were for peaceful purposes, the International Space Station would be enough. It would be cheaper, but China is still trying to get its own space station for military purposes.
And so far, it has had many failed launches, concealed the damage to its people, and continues to scatter Chinese rocket debris in space.

There is an international convention to give a 24 hour notice of a launch. China and Japan follow this convention. North Korea does not.

When China or North Korea launch its as if Japan is under attack but when Japan does it... No problem?
