Well they are recon aircraft which can be used in search and rescue. So they have a civilian mission and Japan should give them to the Philippines. I think P3 aircraft as well but without the military systems installed or disabled.

You know since Japan signed that secrecy law, its nice to know that people are still leaking stuff to the media. But this would help out the Philippines a lot.

The last time, Japan's propaganda was DaiTouA KyoEiKen Abr is secretive. Is China really Japan's enem or friend ? Both have been cooperating for economic prosperity of Chian for many years. Mitsubishi? Mitsui? Aren't they in Chna for years?

No, asked is correct. There is no treaty provision that allows the United States to dictate to which country Japan may provide aid. Oh wait, you just wanna play the old Chinese "Japan is America's dog" song.

I am not sure if Philippines could fight as it has relied on gifts of military equipment from other countries.
