If I was living in Tohoku I think I would be at the point of wanting to do unspeakable things to Abe. At this point in time Japan HAS to be focusing on it's own, it's own people are hurting and need help desperately.

Appalling!! Shameful, appalling behavior by Abe and the Japanese government. Enough with the lip service. Give the $4 billon to the people suffering in Tohoku first and help them rebuild. The tax funds belong to the Japanese people, help them first!

What China giving billions in Africa is BRIBE MONEY mostly.Besides who has the proof that Japan government is neglecting the Tohoku Evacuees. It does not mean that even though you have the money, you can do everything about on your mind. Japan is a democratic country and she cannot just flatten the mountain in a short period of time and let the former coastal villagers and residents live in the new flattened mountains. Japanese govt is doing this slowly, she had bought some farmlands and uplands for possible permanent relocation. She is now considering some mega-dikes as high as 15-meters.

In return for the help offered in the wake of the 2011 earthquake, tsunami and nuclear crisis that devastated coastal regions in Japan’s northeast, “Japan will contribute to the international community with our knowledge and technology,” Abe said. In what capacity? And why? Why not direct the $4 billion in aid directly to the 2011 earthquake, tsunami and nuclear crisis. Explain the link to climate change?

Hi toshiko Many thanks for the tip. My concern and I have posted below the 2015 draft budget from the MoF, is Japan’s fiscal consolidation targets. The PowerPoint give a clear indication that it is now impossible to eliminate the primary budget deficit in fiscal 2020, an important fiscal consolidation target. Japan is not alone all G7 governments with the exception of Germany are ignoring inherent structural problems that makes it increasingly difficult to reduce debt, bond yields are kept very low, and in some cases moving into negative territory. By continuing to make pledges compounds the issue.

Abe and Japan is doing it for humanity and we must be thankful about it. All those anti-Abe here, tell your respective countries to give 4 Billion in this endeavor instead so that PM Abe will no longer give Japan 4 Billion outside Japan.
Tell your respective countries to give billions of USD per year in Africa and other UN agencies instead of Japan so that Abe can feed the 250,000 people of Tohoku.

Meanwhile aid for the 3.11 disasters is still being misspent across the nation on earmarked projects by the government, and many people in Tohoku STILL suffering and living in shelters while Abe makes such benevolent promises to the world (again). And less than a week after the fourth disaster and his 'vow' to have a plan in place for reconstruction five years after the fact.
Abe sure loves looking like he's generous and wants Japan to be respected while kicking his own people while they're down.

How did Abe do this with a straight face? Japan still has nearly 250,000 folks in temporary housing as a result of the earthquake/tsunami -- so he does not have to look "around the world" to see suffering -- it is about 120 miles north of Tokyo. Also, if Japan had cared one bit about "disaster risk reduction" in regards to the numerous warning signs that the safety measures at Fukumshima were woefully inadequate, the destructuion and misery of his own people would have been substantially less. But, as usual, decisions were made to support Japan Inc., rather than protect the people. What a hypocrite.
