And constantly publicize all the data so that everyone is aware of China's belligerence, similar to what the Philippines is doing.
Everyone needs to be well informed about China's aggression, so that they can factor it into any dealings with this horrific rogue state.

The more and quicker you know what they are up to the better. Perhaps locating automated sensors on all islands to monitor the sea and air environment, would also quickly catch illegal fishing or other illegal economic activity the Chinese get up to as well.
