Unfortunately this is indeed the case, just imagine what benefits the economy would get by making a real effort to make the more than one million hikikomori productive members of society.

Japan is struggling to cope with hundreds of thousands of middle-aged social recluses across the country

They need to be more concerned about why so many of these people are becoming reclusive. It is a mental health issue that is being ignored. Many of these people suffer chronic depression, delusions and agoraphobia. These combined slowly pushes these recluses to insanity. However, these people are not considered to be mentally ill by the J-Gov even though there are many cases of these people ‘snapping’ and going on murder sprees, kidnapping children and many other creepy offenses. They are just recluses. Japan has issued 6,000 marriage licenses to men who have married a virtual hologram of Kitsune Miku. There’s a perfect example of ignoring mental health.

Yet another symptom of a system that is brocken, and becuse the political staus quo is too entrenched, there is no chance of fixing it.

Need to take note of the progressive high taxed and 'Happiest' countries of Scandinavia.

Japan has the most beds in mental health wards and hospitals per capita in the world, so money is being spent.

I don't have the knowledge to comment on the best way to distribute resources on mental health, but do know that closing method health wards or hospital generally leads to an increase in homelessness and the number of people in prison with mental problems. Lots of people living on the streets or stuck in prison have untreated mental problems.

I say let them be. Can't save everybody. It would be a tremendous waste of time and energy just to bring one of these recluses back into the fold of society. Better off on focusing on educating kids to NOT be a recluse. Now, about those games they play all day...

There is no such thing as a "marriage license" in Japan. Marriage in Japan is done by registration at your city or ward office. The required documentation precludes anything remotely comparable to what you assert.
