Students or researchers will simply be asked to declare they have no links to terrorist groups or organized crime syndicates.

I’d want to be screened for radiation too -Japan has a lousy record on safety....

Sounds like a good idea. Mu university has an explosives facility (explosive welding) that I've wandered into out of curiosity several times and was never questioned.

But there are concerns the inquiries could raise privacy issues while possibly dissuading some students from studying nuclear energy.

The only students who would be dissuaded are those with something to hide, who should not be working with nuclear reactors anyway. They only want students who can stand up to the scrutiny.

Back in the day, Aum was trying to get its hands on nuclear materials, so this is not really surprising. They wanted to sprinkle the capital with it from an airplane.

It would be a good idea to do a background check on Japan's nuclear regulators first. Not the best track record
