the US fell sry to not hiring china to do this work , first because dishonest china is not reliable , secondly idiot china is not qualified to make real hi tech parts , thirdly dishonor china always steals and contaminating and spoiling hi tech . conclusion : the world only use cheapest labor of china to make cheap goods for the living of poorest people

Japan has already signed up to the F-35 program back in December 2011.

This sounds odd, the JSF project already has all particpants signed up so I do not think Japan can join at this point.

I seem to recall Japan wanted to get som 35s. So maybe if they do get some 35s they can get the license to make their own parts for their own 35s instead of having to buy them from say the US.
SamuraiBlue
That had been done with most military equipment, this article suggests that those parts will be incorporated within the F-35 to be exported from the US.

Of course it will be from 2017, F-35 is still in it's testing stage and not advanced to the production stage. I don't know what kind of contract Japan signed with the US/LM but I don't think Bae/UK will be happy if Japan was to provide 40& of the workshare since they are fist tier partners for this program providing monatary as well as techinical assistance in developing this plane.

Any of the participants can sub-contract out part of their manufacturing responsibility with the prime contractor's approval. I doubt the U.S. would deny allowing Japanese companies to make some of the parts.

I hear the U.S. is ultimately going to spend a trillion dollars on the F-35 fleet.

"from 2017", in the article is because they are a second round supplier. And most likely mainly for Japanese versions.
