Hahaha! That's not how it works at all. Once a country disclaims soveirgnty to a territory under an internationally recognized treaty, that country has no claim to the territory. It does not matter who did or did not sign the treaty, what matters is that one signatory disclaimed their rights to the land.

Let's not forget that Jaian disclaimed its rights to these islands in the SF Peace Treaty. This means that Japan trying to reclaim these islands is Japan trying to breach the SF Peace Treaty.

Which Russia did not sign, so not valid for 1. Russia did not exist as Russia and 2. the Soviet Union refused to sign. Pretty clear cut still under Japan.
