It's mentioned in passing in the article, but winter 15/16 was much warmer than average where I live.

The last five years will have seen a chunk of manufacturing move overseas, so it's only natural for electricity demand to fall.

I kind of agree with the top comment. I think it's due more to demographics (of course, I guess everything relates to that in these types of studies, but you know what I mean).

Here there is nothing to brag about Japan achieving anything related to emission deduction.3% drop in 5 years, right? Simple calculation. 1% population decline.1% of the population got retired(no more active role).1% of them got into poverty who can't afford cars.Well done Japan.
