JR Shikoku and JR Hokkaido have been and will be most badly affected. Not sure if other surviving JR groups would bail them out (despite the same shared historical backgrounds & operational cooperation, each JR is an independent entity)

Like major arilines, utilities, etc, all these major infrastructure related companies like JR, previously owned by the government will survive whatever happens. It is vital for a country.

And, the virus is still raging away. Imagine how many new cases of COVID could have arisen if they didn’t drop the Go To campaign and passenger numbers were not decreased.
