Kansai Electric Power Co said Monday that that power-saving measures went into effect in the Kansai area, and will last until March 23.
Kansai Electric said in a statement that the measures are necessary to avert power shortages this winter because 10 of the utility's 11 reactors are off-line for maintenance and checks.
Consumers are being asked to cut their electricity use by 10% from 9 a.m. to 9 p.m., the utility said.
Meanwhile, Kyushu Electric will begin aiming for a 5% or more decrease in energy consumption from Dec 26. It said it also plans to purchase power from other operators and individual electricity producers in an attempt to conserve 130,000 kilowatts of energy this winter.

How about banning the pachinko lights, the nasty "Xmas lights" (that includes the ones right out side of city hall Mr. Hashimoto!!) and the vending machines in the middle of nowhere?

Which consumers? I could think of some users that should cut their use in half permanently: pachinko parlors and game centers (suggested by others), convenience stores, supermarkets, drugstores with lightning that hurt your eyes, filling stations.

How are homes and businesses supposed to work out a 10% reduction? Turn everything off for 6 minutes every hour? In reality, that is very difficult to do.

That's a nice suggestions lessening the use of energy by 10%. Why not. I agree that Pachinko lightings and unnecessary use of energy by other establishments like convenience stores etc .. be controlled. Anyway, 10% reduction won't hurt that much cuz you still have 90%. I am sure most japanese will follow cuz they are used to avoiding waste. I don't know about foreigners in Japan.... So why complained when everybody will benefit..

It's probably aimed to these housewives and obachans that spend the whole winter with the aircon switched on, the hot carpet at max while sitting into their kotatsu. That's a lot of watts-

We recently got a similar message in a notice from Chūbu Electric here in central Japan. And schools have promptly turned down the heat. So kids get colds while advertising, pachinko parlours, and Christmas lights continue? No thanks. I live 2pm from a massive Christmas light display. Until that is removed and the local pachinko parlours turn off their lights, my house stays nice and warm.

And at times like this, I am happy that my house uses gas as well as electricity! I feel bad for the people who are all denki. Might be a good idea to buy a kerosene heater to keep warm.

While Im all for setsuden, I feel if it is only a request not many people will adhere to it. Enforcing it would be better. Btw why they keep 10 reactors offline all at the same time, why not do 3 at a time. :

Are 100% of all Japanese reactors going to be shut down then, 'for tests', as the rumors suggest? Is the nuclear power industry giving the public a taste of what life without nuclear power would really be like? Are they waiting for us to beg them to come back in a huge swell of democratic fervor?
Does anyone know what the stress tests involve, by the way? Hammering them with huge rubber mallets and shaking them around a bit, or running them at 120% or 150% as in the China Syndrome shown last week on J TV?
