low vision? I don't think I've heard that term before. "Limited vision" might be more appropriate.
Never heard the time "low vision", same as I've never heard "high vision" used for one's visual abilities (or lack). I have heard of the latter for promised TV broadcast (or was it High definition?), but never high/low for a person's sense of sight.
Poor, or good... yes.

Low vision? Does this refer to those who have no foresight or ambition and constantly make bad decisions? I think the term they were looking for is 'poor eyesight'. Or, if they wanted to use real newspaper english they should have used, 'impaired' vision. It's another junior high school English headline.
Google states the definition of 'low vision' medical condition clearly enough.

Why don't eye tests in Japan routinely check for glaucoma? I have to go to an ophthalmologist for that, which is silly.
