Seems that it was a fairly deep earthquake (50km), which might have helped to reduce the impact somewhat.

Bad weather certainly doesn’t help in any recovery efforts no matter how severe or light the damage.

No one can be truly prepared for a natural disaster but Japan is as good or better at responding to one as most any other country.

Earthquakes are caused by shifting of tectonic plates. Think of the mass of the land and ocean above these plates. Rain has zero effect on it.

Disillusioned, I believe he meant that with all the rain, the ground, hills and mountains are saturated therefore making them loose and vulnerable to landslides with the earthquake and aftershocks.
