Why was he still in the wheelhouse ?

The ship capsized too quickly for him to escape. This is not unusual in maritime mishaps. Btw, the Seiyru displaced 1716 tons according to multiple other sources in the maritime press, not the 716 tons mentioned in the J-T article.

So was the captain drunk or what ?

Why was he still in the wheelhouse ?

A captain has the responsibility to get everybody off a sinking vessel first, then he mans his own lifeboat. Unfortunately, he didn't make it on time. And drinking has nothing to do with that. Condolences to his surviving family and friends, he did his duty in service to the crew but sadly gave his life so they could live.

Ships go missing every day on international seas. I miss the sound of the ship horns I use to hear in Kobe. High tide times vary.

For those in peril on the sea.

How many near misses occur around Japan’s coast due to negligence on the part of navigators?

I would propose quite a lot

What I do know is that high tide brings a cacophony of sound when large vessels are trying to navigate out of port where I live.

I always know when it is 7am and high tide by the sun of ships’ horns
