Think I figured it out.
Lots of distant relatives. Genghis Khan was believed to have at least 200 children but the numbers suggest many more. That's from a "Nature" article.

It actually gets worse! By coincidence, my younger son bought the magazine this month, so I have it in front of me. Having seen the example of Genghis Khan with genitals scrawled on his forehead, a few pages later, there's a postcard competition where young artists are invited to deface Genghis Khan and the Japanese shogun Yoshimitsu Ashikaga, and send in their entries!

This is fine. I know it's unpopular to state this fact (especially here, for some reason) but most of the historical figures we put on pedestals were mass murderers. Even the "good" ones.

Gengis khan is a matter of pride in Asia - even in Japan. In Mongolia , they don't have that much to stand for and stay united around the same identity after the colonisation rape and uncolonisation, and wars.... it tales times to heal and they look like they healed slowly but toward peace.
Now, "a man think with his genitalia" is a tremendous realisation in this "freedom for women" time, and a really good omen for their freedom !

Where do you get this? Perhaps in Mongolia and Mongolias in Japan. Much of Asia was dominated by Khan and sons for a very long time.

At the risk of crashing a (perhaps all male) party, may I add my "two cents"? The Japan Today headline was SO ambiguous that I determined to complain before reading the article itself: "MONGOLIA PROTESTS JAPANESE KIDS' CARTOON MOCKING GENGHIS KHAN"; Does it not at first suggest (as the rapidly moving eyes rush over the words) that the CARTOON was DRAWN by JAPANESE KIDS? THAT would, OF COURSE, BE WORSE as it would show that the misdeed had already been INTERIORIZED by the populace. I was greatly relieved to discover that the attack on "our" (or at least "someone's") venerable ancestor was only drawn by professionals who will soon forget it and who know how to apologize without getting all worked up about it. (There is no difference, of course, in the punctuation for COMICS FOR KIDS and COMICS BY KIDS expressed for brevity's sake as KIDS' CARTOONS. Also, it cannot be contested that newspapers need to shrink their headings as much as possible; so I guess, if Mongolia is satisfied, Japan's children may be satisfied too. )

In a historical perspective, this might not be too bad, since Japan defeated 2 waves of Mongol invasions so deserve the right to mock the Mongols as they never lost to them

nandakandamanda - To answer your question literally - it's a manga targeted at elementary school boys, who tend to find anything penis-related hilarious. As you can see from your link, a kid is asked to name the historical figure whose first character is チ and whose last character is ン, To some eight year old boys, the temptation to write チンチン would be too great.
So basically it's a typical ham-fisted Japanese attempt to be funny which backfired because of a lack of cultural sensitivity, like the ANA adverts with whitey having big noses or the utterly embarrassing cases of doing blackface. They'll grow out of it once the foreign population increases. People made jokes like that in Britain when I was a kid but they don't any more.

I think I agree manga doesn’t encourage creativity. When I was a kid we used to draw genitals and other comical images in textbooks ourselves. Textbook defacement is an art form but no ink should be used. True genius will stand the test of time and not be rubbed out.
Keep the pictures minimal and encourage the kids to explore their creativity with a pencil.

He's also responsible for the death of millions and millions of innocent people while he conquered Eurasia. History is complicated. Feel free to admire his good qualities and what he brought to Mongolian culture... and deal with the fact that someone will occasionally (rightfully) draw a dick on his portrait.
