These folks NEED to get on the same page-Many of the older people insist on" going back" even when they know that it's never going to happen. A very sad &complex situation.

There are technology forecasting earthquakes and tsunamis - TRON. TRON can be done in a month. She came up with the Ainu of Russia. Therefore, the Japanese government does not want to introduce. Then there will be new victims and new billions for the construction of homes destroyed.

Rebuilding on exactly the same locations is a recipe for disaster, unless they build huge tsunami walls (which would be prohibitively expensive and not even completely safe). These cities have seen tsunami very regularly along their history and had to be rebuild constantly.
Some portions of the Pacific coast should be declared hazardous (like they do in many places abroad) and infrastructure should not be build in these areas. People building houses in these areas should do this at their own risk and without beneficing full insurance and public infrastructure.
New infrastructure should be build more inland in a rational way (evacuation routes, etc...).

zichi: amen kobe is a great place, lets hope they can rebuild most areas in Tohoku to that same greatness. it is beyond me why still only 4 places have finalized construction plans. The government should be on TOP of this building more housing ASAP, is should be their TOP priority. but no instead they care about what some guy says. :(

Piglet, I fear you are greatly over-simplifying the situation. Please understand that each of these 31 different communities has a unique situation. Some towns were mostly wiped out. Some, have quick rises in elevation and will be able to rebuild, with some adjustments to zoning.

taj: I'm with Piglet. Just don't rebuilt there. Japan will still be facing countless tsunamis and earthquakes in the future (count on a large scale). People just never learn...

It's easy to say that you shouldn't rebuild in the same area, and certain seems like common sense, but in actuality it's very difficult for most if not all to build on higher up, safer locations. Japan lacks the land space for one, and with real estate costing as much as it does here many people wouldn't be able to afford better (and safer) property without proper assistance.
Anyway, I'm sure a lot of red tape is seriously hampering reconstruction as well, and they need to cut through it and get working.

I expect years & years of bickering when common sense shud be employed & changes made, its going to get nasty & they will want Tokyo to pay for it all.
Its sucks for sure but quick compromise & inplement plans & get started, otherwise its going to be many many years, lots of bitching, collosal amounts of $$$ wasted & it will drag on forever & a lot of people feeling they are intitled to anything they want, hope I am wrong, we shall see.

Something you can't rush into. We all know that big bribes are involved with the reconstruction projects, so there is no point being worried that no money is being spent and there is no activity. Someone needs to explain in clear simple Japanese that there is no point rebuilding in the contaminated location. Especially to TEPCOs innocent victims.

Some areas shouldn't be rebuilt as the elevation dropped due to the tectonic movement in some areas and wherever they rebuild they should make sure to put some kind of dam along the coast. There should never be a repeat of this, not even 200 years from now.
