it's up to the owner to cleanup their dogs excrement.

And the airport is giving them a place where they can do that. How evil of the airport! How DARE they try to improve things for travelers.

perhaps, money would be better spent monitoring the latter and fining those who don't, and providing better disposal zones for said, cleaned up waste ?

Better waste disposable zones like say...

Osaka's Itami airport is setting up a toilet area for travelling dogs, complete with a pole for them to cock a leg on.

So they'd be better off spending money doing the thing they say they are going to do, than spending money doing the thing they say they are going to do. Got it.

If internal travel within Japan... then dogs are, going to crap where-ever they want, it's up to the owner to cleanup their dogs excrement. So perhaps, money would be better spent monitoring the latter and fining those who don't, and providing better disposal zones for said, cleaned up waste ?

I saw a well dressed and pretty blonde haired lady with a scary looking pitbull on a short leash walking around inside of LAX airport. A rather strange and disturbing sight.

Service dogs - I understand, but people taking their lapdogs on flights is something I don't like to see encouraged. The kind of people who travel with lapdogs tend to overlap with the kind of people who let them loose on the plane, in my experience. (an airline trolley of meals or drinks will do a lot of damage to a Pomeranian sticking it's head out into or wandering in the aisles.

I love dogs but kansai must have lots of budject.

I have an issue with the specieist service dog label. Service animals can be anything: cats, dogs, rabbits, etc. Some places actually discriminate and dont allow service animals except dogs.
