Well law school is 3 years, and he also has to pass the BAR exam in some state. He will mostly likely choose New York's exam because it seems to be more prestigious in the eyes of Japanese businesses and society.
Why is his mother's debt a problem? Is she suppose to pay for the wedding? Is the debt an embarrassment for the royal family by association? Will the son not be able to take care of his own wife? It sounds like the agency dozens think he is good enough of to marry her.

The guy is working and studying at night. He will study in America. If I was the father-in-law, I would see this as a sign he really wants to take care of his new wife.

How will he be able to pay for a great University? That is a great question.

How will he fill his days? Studying. Law school isn't something you pass without crazy amounts of effort and dedication, even for people gifted with legal skills.
Sitting for the Bar is another hurdle. Many have to retake the Bar exam a few times before they pass.

Nothing from the story shows that he couldn't take care of his wife. It shows that the couple wouldn't be able to live up to certain expectations set forth by the Agency that controls the royal families lives. He won't be coming right out of school making a million dollars a year or taking over a families company. His legal career takes time which means a little bit of struggle. His moms debt is probably for his school, so he won't be buying a house anytime soon, too. If they love each other then a few years of the living as a married couple in a small apartment while they both work to save up for their own place isn't beyond reason. So if the agency is pressuring him then maybe they should help out.

How do you know for sure that is the most that she has personally had? 150million is equal to 15,000 dollars. That won't last very long for most people with some income coming in and your preferred lifestyle taken into consideration. It maybe a lot for the poor but it isn't unheard of for the middle class and higher to receive that much in some way shape or form. Teenagers are sometimes bought brand new cars in high school or college in different cultures. For the wealthy, that is just spending money for the day. Japan being a mostly cash based society means that it probably even more common for that amount to pass the through people's hands.

His mother borrowed $40,000 from someone ( a man, I have forgotten if it was a relative or someone she was seeing) to pay for part of his college expenses, and then refused to pay it back, saying it was a gift. That’s bad enough as it is, but the mother visited the royal family in December twice without an appointment to discuss the royal family paying off her debt as a ‘ condition’ of marriage. That takes nerve. So it’s not spite or anything else. The Royals and the Agency are afraid that his mother will be a constant source of trouble. If she’s this nervy before the wedding.....
