In this particular instance, it came to the guy saying unwanted pervy stuff to the girl.

They were meeting regularly over the course of months. You don't not develop a relationship with people just because you meet them while you are working.

It's pretty obvious by her reaction that she didn't develop a relationship with the person.

And, saying stuff like, "Isn't your chest heavy? I can carry it for you" or "I can give you a piggyback ride if you use the stairs" isn't really appropriate while you are working, is it?

The response was clearly that the part about her chest was creepy, to which you seemly contradicted by starting your comment with 'but':

Because if you were following you would have realised through the use of the words "double entendre" I was assuming he had made a play on words, not supposedly been referring to her breasts. If he had used the word "mune" there is no doubt.

Having looked at the Japanese original, this translation left out the crucial "Shall I give you a piggyback?", obviously reffering to her, not a bag.
