But "Go To " travel, eat out etc. and your usual commuting habits.

Sounds like a well thought out strategy.

Probably because it is a prefecture on its own like Okinawa (which they refer to as an island)

Yet it is rather uncommon to see it used in articles, and I get the technical part of it, yet you rarely if ever hear other islands of "honshu" being referred to as such.

Like the island of Kyushu or Shikoku, as examples. It seems rather clumsy to me to refer to Hokkaido as an island. Even though it may be one. Its like calling Australia an island to me.

 The" is a definite article denoting something you are familiar with or have refered to earlier.

Because they'd already introduced it in this earlier sentence. If they were talking of any hitherto unknown Island, then they'd have used the indefinite article an ( for nouns starting with vowels) or for ones starting with consonants. There are a few rule breakers though.

Sickness and plague should never override the governments quest for funds. It costs a lot to dry clean a doily head rest cover from a tax payer fundeded veichal. With out which how could we possibly tell who to bow to as we grasp breath trying to get to the train station.

Lockdown in not an option here now - period. If you were going to do it (and I'd still be against it), would have been in March/April. Your one month would never finish there either, as it hasn't elsewhere. Once you set the precedent of 'lockdown'' , the possibility will remain to return to it again.

Asking people to refrain from travel is not enough. It’s going to do very little (if anything) to stop the spread. By comparison, Melbourne limited people’s travel to 5 kilometers and only for essentials for a little over a month. Yes, it was very hard on the people and seemed very totalitarian. However, now, Melbourne is pretty much virus free with only a handful of community transmissions a week. All the major cities of Japan are experiencing large and increasing numbers of new cases daily. These numbers are only going to increase as it gets cooler. Japan likes to brag about being such a rich country. Perhaps they need to shutdown for a month and sacrifice the economy for the sake of the people. Australia has just about beaten the virus (again) and the economy is on the mend from domestic travel. I’ve said many times that the only way Japan can fix their economy is domestically. Shut it down for a month, get rid of the virus and open the country up for the people.

Government should emphasise how important is it to keep (normal) masks on, along with social distance whenever possible, as many people dropped the ball months ago specially regarding social distance.

Additionally, government should encourage companies to implement remote working, as these days most japanese companies have all employees back to their desks, with the inevitable drinks after work at the local jam packed izakaya. Afterwards, the usually packed shoulder-to-shoulder train home with most train windows already closed.

People all over the country are going to have to pay attention during the winter months. THe minister in charge of all of this has said, in a press conference yesterday, that it's up to each individual to decide and to follow proper procedures.

Meaning the government is going to do much other than "warn" people as they are considering extension of the "Go to" campaign into January!

Anyway it is too cold in Sapporo to go out.

Spend your evenings in your warm house with your warm コタツ and drink 熱燗.

Best personal prevention in Hokkaido.
