I didn't make the transplant law.
"Foreign residents are welcome and encouraged to become donors, and while the nationality of donors is neither disclosed nor recorded, there have been cases in which a foreigner died and provided organs to save the lives of others, according to Misa Ganse, director of operations at the Japan Organ Transplant Network"
Japanese in need of a transplant are seeking them in other countries.

The Law Concerning Human Organ Transplants
was enforced in Japan on October 16, 1997, legalizing the transplantation of heart, lung, liver, pancreas, kidney, and intestine from brain-dead donors.
On July 17, 2010, the revised Organ Transplant Act went into full effect, under which rules regarding organ donation after brain death were eased.

As the pig is not eatten, it should be okay for ones who strictly follow Kosher rules to receive implants.

If I understand correctly, Japan does not accept doners who are not blood related, and they do not accept organs from cadavers. So obvously there is going to be a very long waiting line.
There are lines even in countries where those are permitted, so in Japan it's a hopeless cause.
If pig's organs can be made to work, all the better, Worried about the pig? As you eat your ham. bacon, pork chops, tonkatsu, gyoza, tonkotsu ramen....
