@Zichi, I think she was referring to TEPCO as a whole... They have other nuclear plants that, while are in shut down now, are being planned for restart. I agree, TEPCO are too incompetent, for anything (but siphoning tax-payer money) it seems.

Risk assessment, common sense and trained engineers? That's English and those words do not exist in Japanese. If they did, somebody would get sued!

So, this is the 'professional' clean up of the world's second worst nuclear disaster. The finest minds and highest skilled workers should be handling this instead of long-term unemployed contractors with Yak connections. It seems the clean up is just as much of a disaster. I am astonished and somewhat disgusted by the incompetence that keeps repeating itself in this clean up operation. Is the Abe Gov aware the rest of the world is watching this comedy of errors unfold? Do they care that the rest of the world is extremely worried about the crap coming of this clean up? Yet, Japan wants to sell its nuclear power technology to undeveloped countries. I suppose its ok as long as nobody expects them to clean it up.

Risk assesment with a dose of common sense and trained engineers to spot the risks on the hoof! Why arent well trained engineers able to do this basic task? is there not enough of them? Tepco has to earn the trust of engineers through transparency , then maybe more engineers the world over would consider working there.
