This number is limited but with time Japan may have a problem if foreign mafia appears.
I believe it is just a way to fight demography's trend.

As slow and lumbering the Japanese immigration system is, once in a while we hear some news that represents at least a step in the right direction.

"Foreign mafias" often originate amongst groups that are excluded from the mainstream society/economy/job market. Add the inevitable bitterness and resentment arising from these circumstances, and you have the perfect recipe for a criminal underclass.
We'd be smart to give these kids any chance we can to successfully integrate.

Dual citizenship perhaps so they can feel like they belong in this country perhaps? I thought not. Far too radical an idea.

These minors received permission to stay in Japan. They don't need dual citizenship which is an entirely different matter.

Dual citizenship isn't happening, but if they want it, they can apply for Japanese citizenship at some point.

Countries have borders and policies about legal immigration that need to be followed. Japan has seen what happens if you dont.
