What about the thousand or so restaurants, and rightfully so, staying open and serving alcohol?

When I explain the strict measures taken in Japan to my friends in Europe, Asia or North America, they are just laughing : how can Japan hope to stop the spread by just asking people to behave cautiously, closing restaurants after 8pm and not allowing alcohol in restaurants. My friends ask me if I am joking. Unfortunately no.

Wasn't that supposed to be State of Emergency ?
State of emergency : restaurants and bars must close at 8:00 and not serve alcohol, whole prefecture.
Quasi state of emergency : restaurants and bars must close at 8:00, stop serving alcohol at 7:00 + some specific depending of the city : no party higher than 2, follow a check list of anticovid measures (partition, CO2 counter, ...) and possibly even not serving alcohol (to avoid interprefectoral travel for example).
So if quasi state of emergency is like state of emergency how is state of emergency evolving ?
