I would argue that the "first wave" in Tokyo anyway, isnt over yet! There has not even been one day that has gone by without any reported "new" infections, even with all the limitations that are in place on testing.

The go to campaign is the real factor for this rise in numbers. A campaign by the way meant only to feed the corporeal dinosaurs such as JTB, JAL, Prince group, Dentsu and others. If they really want just to help the tourist and restaurant industry all it takes is to give them some direct support and either more financial support to citizens or tax relief but of course that excludes the possibilities oF filling pockets of politicians and the above mentioned companies.

he should be talking about measures he intends taking to curb the resurgence of the virus.

He wasn't appointed PM to parrot what everyone knows.

Surpassing 1,000 last happened on Aug 21st. That's the hottest time of year. No evidence that the 'falling temperature' is causing this current spike. He's making an excuse to defelct from their 'go to' campaigns. The unbelieveable lethargy to testing makes the handling of covid as basically 'hide it under the rug'

But all small independent accommodations can also use the Go To campaign subsidies the same as the big travel companies.

I think in the long run nobody wants to see more abandoned ghost towns around Japan. This is the reality if some of these places go without visitors for much longer. Those who are at risk, such as elderly ryokan operators can choose to close if they feel vulnerable.

A big issue is for those who invested heavily in their accommodation for Olympic year. Without visitors they will go bankrupt, with visitors there is a risk but what other option is there?

A wave doesn't imply eradication of the disease. You do understand waves have peaks and troughs. Tokyo, and the country as a whole, dramatically reduced the number of infections during the lockdown. Just like Europe, but unlike the US. So yes, this will be a second wave.

Australia and New Zealand have just gone through their winter weather with fewer deaths than in normal years (fewer deaths caused by influenza and colds) - possibly due to better hand hygiene / social distancing and masks. Colder weather doesn't equal a certain increase in cases - sensible precautions should still apply.
