Knowing the history of that area, you would think they would do a more intense inspection of the ground before building a NUCLEAR POWER PLANT!

After spending 22 years in the US Air Force I'm glad you were kind enough to remind me what an air base is.
I had no problem making the connection. I just want to know why they chose those words instead. Calling it an airport makes it sound less threatening did less like a target, so they can play the victim

They said military airport (which is of course an air base) in case you didn't know.

it is TEPCO so always money before safety so no surprise they did not do deeper inspection because... it does cost money.

A military airport is an airbase. To argue that the use of the term is evidence of "victimhood" is ridiculous. Even to those looking for "victimhood" arguments.
