Syrian gov't blames rebels for Japanese journalist's death

I hope peace comes to Syria soon... Her last video footage revealed that woman and children lives where the government claims "irresponsibility" is the cause of people's death. Are they saying that just being there is irresponsible?

I didn't see her wearing a bullet proof vest in any of the footage prior to her death. I thought the jackets are a responsible requirement while reporting in war ravaged areas!
