So, am I correct in understanding the Court's assessment, in that it's okay for the Government to turn a blind eye to things when it sees fit to do so ?

Tokyo Electric Power Company Holdings Inc (TEPCO)

is owned mostly by the japanese govt.

376 million yen to 42 people

more than 42 people lived there. currently 92000 people are displaced

8.9 million yen each is nothing when you lost everything and will probably be eaten up by medical bills related to radiation exposure.

But Tepco is government owned?

Owned by the Government regulated by the government who is immune from any responsibility.

The nuance is very important!

Radiation alarms were going off and major problems were apparent BEFORE the tsunami hit.

The tsunami caused all the problems narrative suits the nuclear village and their hope to restart all the other reactors cleverly built over active faults.

To an extent. The fact is, government does not always choose to intervene, and when it intervenes it may choose guidance rather than compulsory measures. You may complain but consider the inverse, where the government arrests anybody that walks on the wrong side of the street (IIRC, technically there's actually a rule here, too), or immediately shuts down any small shop that brushed by an obscure regulation.

In this case, TEPCO almost certainly didn't even violate any regs (at least those established at the time). To take strong action, in 2002, that costs a company a vast amount over a possibility would probably have been seen as unjustified.

Better say: LDP made TEPCO and golden parachuting here and there, who can move the money from the govt. and be the highest post but at the end all of those are from taxes+ citizen to pay off...Capitalism or socialism? No, it's simply saying: bureaucratic bunch of top leaders managing the energy system, they are all together.

It isnt US dollars, it's OUR yen tax money that is paying for this mess!

The government of Japan has already subsidized Tepco with billions of US dollars in coverage of their loss following the 2011 Fukushima nuclear accident. In theory, it's the government's money that's now being used to cover the lawsuits against Tepco!
