can someone explain to me what this means? serious request... it doesn't make sense to me.... if it's a same-sex partnership, aren't both partners 'a sexual minority'?

Given how much commuting into Tokyo is done, this is a pretty good idea, but I’m not a fan of limiting it “sexual minorities”. deemphasizes equality aspects and reinforces different rules for different people.

Well most common situation would probably be a man in a partnership with a woman that was born a man

The man does not consider himself as gay as he is married to a woman but the woman's birth certificate says she is male.

Unless you define "natural" as "what I agree with", same-sex partnerships are perfectly natural in that they have always existed in human society and elsewhere in nature. In a way, they're much more natural than the electronic device we're using to post comments here.

Far too logical a concept. And not enough paperwork. You know how they love stamping their hankos on piles upon piles of paperwork here. Probably the highlight of their day.

This new system sounds more convoluted than it needs to be.

Any service, benefit, system etc. offered by the government should be available equally to everyone because we are all human. It's that simple really.

Totally gay gokai wants to know why we can't just have gay marriage instead of "same-sex partnerships"? Many countries have this. And there can be benefits for straights too. I've read that in the US, straight guys get married to take advantage of joint tax returns (they pay less). Then when meet the women of their dreams, they divorce and marry the women. See! Look at it from different angles!

Excellent news! This is how change takes place in Japan: slowly, in small increments, they chip away at the old rules until it just makes sense to do away with them. Very happy to read that so many Japanese people are on the side of progress!
