An hour to go through a turnstile? Can't they learn a lesson or two from Shinjuku Station? It's easy walking distance if they want to do some research.
Selling tickets online makes more sense than their previous solution, having some old fella let gaijin in for free because he was too scared to talk to them.

This will deter embezzling ticket takers from pocketing people's admission money and then pretending that "scary foreigners" barged past him without paying because he was too scared to demand their tickets.
